Brazil begins pilot issuance of National Identity Card in Manaus, eyes nationwide rollout

From 13 July, twelve notary offices in Manaus will issue the new National Identity Card (CIN) under a pilot program. The service, run by private cartórios, is paid – fees range from R$ 165 for a paper version to R$ 307 for a polycarbonate card – and staff received training from the Amazonas justice authority and the state notaries association. The pilot aims to cut waiting times and expand issuance points in the capital before extending to other offices and the interior of the state.

The pilot follows Decree 10.977/2022, which mandates the gradual replacement of the old Registro Geral (RG) with the CIN nationwide. The older RG will cease to be accepted after 1 March 2032. More than 50 million Brazilians have already received the CIN, which uses the CPF as a unique identifier, incorporates QR‑code, MRZ, and biometric data, and is available digitally via the Gov.br app. The document also integrates other papers such as driver’s licence, work card and health card, and does not affect the validity of the existing CNH.
