Brazil expands CIN rollout and digital sovereignty efforts
Overview
The rollout of the National Identity Card (CIN) continues to expand across Brazil as the country transitions from the traditional Registro Geral (RG) system. A central feature of the CIN is the use of the CPF as the sole nationwide identification number to reduce inconsistencies and prevent individuals from holding multiple RG numbers across different states. While the old RG remains valid until February 28, 2032, the CIN will become the mandatory national standard on March 1, 2032. The first issuance is free, though subsequent copies may incur fees depending on state regulations.
To combat fraud, Minister Esther Dweck has set a target of reaching 4 million monthly CIN issuances. The government is also exploring technical cooperation with Febraban to allow the private banking sector to utilize the national identification database to reduce digital scams.
Regional implementation is accelerating through various local initiatives. In the Grande Vitória region, municipalities are hosting free registration drives in partnership with the Scientific Police, utilizing both itinerant events and fixed posts to facilitate issuance. In Paraíba, the CIN has emerged as the most accessed service on the Paraíba Digital portal, surpassing driver's license renewals.
Beyond identification, Brazil is advancing broader digital sovereignty and inclusion initiatives. The Ministry of Communications has launched a public consultation for the National Digital Inclusion Plan (PNID), focusing on infrastructure expansion, device access, digital skills, and governance. Additionally, discussions are underway regarding a ‘Brazilian Cloud’ to strengthen national control over data processing and storage, moving beyond the current Government Cloud managed by Serpro and Dataprev.
