Brazil expands CIN rollout and digital sovereignty efforts

Overview

The rollout of the National Identity Card (CIN) continues to expand across Brazil as the country transitions from the traditional Registro Geral (RG) system. A central feature of the CIN is the use of the CPF as the sole nationwide identification number to reduce inconsistencies. While the old RG remains valid until February 28, 2032, the CIN will become the mandatory national standard on March 1, 2032.

New implementation deadlines have been established for social security: starting January 1, 2028, the CIN will be required for National Social Security Institute (INSS) beneficiaries to request or maintain benefits. To ensure uninterrupted processing, those without registered biometrics may need to issue the new identity by January 2027. Exceptions to this transition include citizens aged 80 or older, individuals with severe health conditions or disabilities, refugees, and residents of isolated regions.

As of late September 2026, the Ministry of Management and Innovation in Public Services (MGI) reports that 64 million CINs have been issued. In October 2026, regional progress was highlighted in Santa Catarina, where the Scientific Police reached a milestone of 3 million issuances, representing approximately 36% of the state’s population.

While digital access is expanding, the process is not entirely remote; citizens must physically attend identification units for photography and biometric collection. Once issued, a digital version is accessible via the Gov.br app. The digital RG—available to those with physical versions issued after March 6, 2023—holds the same legal validity as printed documents, with validity periods ranging from 5 years for children to indefinite for those aged 60 or older.
