Brazil Supreme Court reviews legal challenges to betting ban FAST-MOVING

Supreme Federal Court Minister Luiz Fux has granted the Attorney General of the Union 72 hours to respond to legal challenges against a provisional measure signed by President Luiz Inácio Lula da Silva. The measure prohibits fixed-odds betting operations and advertising in Brazil.

Industry groups, including the National Association of Games and Lotteries (ANJL) and the Brazilian Institute for Responsible Gaming (IBJR), are contesting the ban. They argue the measure has caused an exponential rise in illegal gambling sites and request a suspension of the ban or at least a six-month transition period for authorized companies. Under current rules, platforms must allow users to withdraw remaining balances by October 5, with total blocking scheduled for October 6.

The government defends the ban as a necessary public health measure to combat gambling addiction (ludopathy). The Ministry of Health reported over 170,000 online consultations for addiction via Meu SUS Digital this year, a significant increase from previous years. The government is also training 40,000 health professionals to address this issue.

In the sports sector, elite football clubs like Flamengo, Fluminense, and Botafogo have approached the Supreme Court. They face significant revenue risks, with projections suggesting a R$ 2.5 billion impact on Brazilian football due to the loss of master sponsorship contracts.
