Brazil tightens betting ad bans, courts act on platform
Overview
Since mid‑July 2026 Brazil has intensified its crackdown on gambling promotion. Federal ministries’ inter‑ministerial ordinances, effective 17 July, require authorised fixed‑odds operators to display a risk‑warning covering at least 10 % of an advertisement’s horizontal space, prohibit quick‑profit claims, influencer use and targeting of minors, and impose fines up to 20 % of revenue or licence suspension for non‑compliance.
Municipal authorities have followed suit. Rio de Janeiro’s mayor signed a decree banning outdoor betting ads; the Rio beach‑patrol programme faced a lawsuit from the Federal Public Prosecutor’s Office, which the mayor dismissed as overreach. Similar bans and fines up to R$ 5 000 were introduced in Aracaju, Cuiabá, São Paulo and other capitals. A Paraíba court upheld the nationwide suspension of the PixBet platform, ordering robust age‑verification technology before any restart.
The 2026 World Cup amplified exposure: licensed operators posted roughly R$ 4.4 billion in gross revenue in June, spurring calls for stricter advertising rules. Concurrently, a Brazilian citizen with severe ludopathy sued Sportingbet and Betano for R$ 647 000, moral damages and a ban on future registration, with the Natal civil court consolidating the actions. The case highlights growing consumer‑rights litigation alongside regulatory enforcement.
Together, federal warnings, municipal bans, court‑ordered platform suspensions and emerging lawsuits aim to curb gambling‑related debt, protect vulnerable populations and align betting‑advertising regulation with Brazil’s broader consumer‑protection framework.
