Brazil Bill proposes mandatory capacity markings on fuel containers

A new legislative proposal, Bill 2456/26, has been introduced to the Brazilian Chamber of Deputies by Deputy Pastor Gil (PL-MA). The bill mandates that all containers, drums, and vessels used for storing or transporting liquid fuels—including gasoline, ethanol, diesel, kerosene, and biofuels—must feature a visible, permanent, and indelible marking of their nominal volumetric capacity in liters.

In addition to capacity markings, the containers must display the maximum safe volume, fuel identification, safety symbols, and warnings regarding fire and explosion risks. The National Institute of Metrology, Quality and Technology (Inmetro) would be responsible for regulating technical standards, while the National Agency of Petroleum, Natural Gas and Biofuels (ANP) and state Military Fire Departments would oversee inspection and enforcement.

The proposal aims to combat commercial fraud, fuel diversion, clandestine storage, and volumetric adulteration. It also seeks to prevent domestic and industrial accidents. Non-compliance could result in fines ranging from R$ 1,000 to R$ 500,000, seizure of containers, and the suspension of commercial activities. Existing containers would have a 24-month grace period to comply with the new regulations.
