Brazil Chamber Commission approves gun permits for business owners

The Public Security Commission of the Brazilian Chamber of Deputies has approved a bill to regulate firearm carry permits for business owners and other specific categories. The approved text is a substitute proposed by Deputy Rodrigo da Zaeli, which consolidates several legislative proposals, including PL 5438/25.

Under the proposal, beneficiaries would include entrepreneurs, individual micro-entrepreneurs (MEIs), legal representatives of companies handling controlled products, and employees formally tasked with transporting high-value stocks or money. The permit would be valid for five years.

To obtain a license, applicants must demonstrate effective necessity due to professional risk, prove technical capacity and psychological aptitude, show good standing through criminal background checks (federal, state, military, and electoral), and maintain a formal link to a registered company (CNPJ). The regulation specifies that firearms may only be carried at the place of business or during direct travel between the residence and the workplace.
