Overview
In late July 2026, Brazil's House Public Safety Committee approved a bill (PL 942/26) that would broaden eligibility for firearm carry permits to thirteen high‑risk professions, including lawyers, real‑estate agents, security guards, traffic agents, environmental inspectors and veterinarians. The proposal required further review by the Constitution and Justice Committee and Senate approval before becoming law.
By early August, parliamentary committees had given additional approval to the same set of professional‑permit measures, though full legislative passage was still pending. At the same time, the state of Acre's Civil Police received 35 Glock pistols and a new patrol vehicle, reflecting a parallel effort to modernise police equipment while the broader gun‑permit reforms moved through the legislative process.
In mid-August, the Brazilian National Congress continued to advance several legislative projects. In the Chamber of Deputies, a proposal specifically seeks to allow real estate agents to carry firearms if they maintain active registration and demonstrate technical and psychological aptitude. Meanwhile, Senate committees have moved forward with measures to grant carry permits to lawyers and traffic agents performing external duties.
Additionally, the Chamber of Deputies is debating Bill 1687/26. This legislation would authorize civil police officers from states and the Federal District to travel on civil aircraft while armed. Under current regulations, such transport requires specific authorization from the Federal Police; the proposed law would permit this for officers on duty or those proving a necessity for weapon access, subject to National Civil Aviation Agency (Anac) and Federal Police requirements.
