Brazil Chamber of Deputies advances healthcare and child protection legislation

The Brazilian Chamber of Deputies has advanced two significant legislative measures aimed at improving healthcare oversight and protection.

Federal Deputy Waldemar Oliveira has presented a favorable report for Bill No. 5.815/2025, known as the Augusto Cury Law. This proposal seeks to establish a national policy for the periodic monitoring of the physical and psychosocial health of children and adolescents. Through the creation of the National Program for Periodic Pediatric and Psychosocial Monitoring of Children and Adolescents (PNAPP), the law aims to utilize the existing Unified Health System (SUS) to identify early signs of violence, abuse, neglect, and psychological suffering. The rapporteur adjusted the proposal to allow for periodic rather than strictly annual monitoring, tailoring frequency to age-specific needs.

Additionally, the Chamber approved Bill 287/2024, which establishes a national strategy to inspect and evaluate the quality of services provided by the private healthcare sector. Authored by Minister Flávio Dino, the bill creates the National Strategy for Control and Evaluation of the Quality of Healthcare Provided by the Private Sector. The policy focuses on three pillars: defining quality standards, evaluating services, and periodically disclosing results. Anvisa will be responsible for defining criteria, which will include patient safety, scientific treatment standards, and adequate staffing to prevent delays. The strategy may also incorporate external accreditation evaluations alongside traditional inspections.
