Brazil Chamber of Deputies approves inclusive teacher training guidelines

The Education Commission of the Brazilian Chamber of Deputies has approved Bill 3538/25, which establishes guidelines for the continuous training of public basic education teachers. The legislation focuses on inclusive pedagogical practices and the literacy of students with disabilities.

Under the approved substitute version, education systems must provide training at least every two years through a collaborative regime. The curriculum is required to cover accessible literacy, inclusive education fundamentals, curricular adaptation, the use of assistive technologies, and intersectional approaches to disabilities. Hours completed during these training sessions will count toward professional career progression.

To ensure transparency, the federal government must annually publish data regarding trained educators on a public online dashboard integrated with the Basic Education Assessment System (Saeb). The bill includes administrative adjustments to ensure budgetary alignment, specifying that funding from the Fundeb will prioritize resources not already allocated to teacher salaries.
