Brazilian legislative proposals for public education

The Brazilian Chamber of Deputies has moved forward with legislative initiatives aimed at improving conditions and training for public basic education teachers.

In late October 2026, Project of Law 3225/26 was proposed to establish “Home Teacher Planning” (Planejamento Domiciliar Docente). This bill seeks to amend the Teacher Salary Floor Law to allow teachers with 40-hour workloads to perform at least four hours of extraclass activities, such as grading and pedagogical records, remotely from home. Proponents argue this will improve teaching quality by reducing physical overload without reducing total working hours.

By early November 2026, the Education Commission approved Bill 3538/25, which focuses on continuous training guidelines. This legislation mandates that education systems provide training at least every two years, specifically targeting inclusive pedagogical practices and the literacy of students with disabilities. The bill requires training to cover topics such as assistive technologies and curricular adaptation, with completed hours counting toward professional career progression. To maintain transparency, the federal government is tasked with publishing annual data on trained educators via a public dashboard.
