Brazil Senate rapporteur maintains Public Security PEC text to expedite approval
Senator Rogério Carvalho, the rapporteur for the Public Security Constitutional Amendment (PEC 18/2025) in the Senate's Constitution and Justice Committee (CCJ), has announced his intention to maintain the text as approved by the Chamber of Deputies. This decision aims to accelerate the legislative process and implement security reforms more quickly to combat organized crime.
The proposed amendment introduces several significant measures, including the creation of a Unified Public Security System to coordinate actions between the Union, states, municipalities, and the Federal District. It also mandates that high-ranking members of criminal organizations, such as militias and factions, serve their sentences in maximum-security prisons with stricter regulations and fewer benefits.
Additionally, the PEC empowers authorities to confiscate assets, including money and real estate, linked to criminal activities to dismantle the financial power of these groups. The reform also includes provisions for increased protection of women, children, and adolescents, as well as constitutional safeguards for the National Public Security Fund and the National Penitentiary Fund.
