Brazil commission approves disability status for kidney disease and facial malformations

The Commission for the Defense of the Rights of Persons with Disabilities in the Brazilian Chamber of Deputies has approved a bill that recognizes individuals with craniofacial malformations, such as cleft lip and palate, and those with chronic kidney disease as persons with disabilities (PcD).

This recognition grants these groups access to specific rights, including reserved positions in public service exams, social assistance benefits, and priority service. A key component of the approved text is the requirement for a biopsychosocial evaluation conducted by a multidisciplinary team. This method assesses not only the medical diagnosis but also the social barriers and daily limitations faced by the individual.

For patients with chronic kidney disease, the disability status will be maintained until full rehabilitation or a successful kidney transplant is achieved. The project will now proceed to the Finance and Taxation Commission and the Constitution, Justice, and Citizenship Commission before moving to the Chamber of Deputies and the Federal Senate for final approval.
