Brazil Commission approves psychotherapy qualification rules

The Brazilian Commission on Human Rights and Participatory Legislation (CDH) has approved a proposal to restrict the practice of psychotherapy to qualified psychologists and doctors with psychiatric specialization. The legislative suggestion, originally submitted by citizen Ícaro de Almeida Vieira via the e-Cidadania Portal, received a favorable report from Senator Mara Gabrilli and will now proceed as a bill within the same commission.

Under the proposed national rules (SUG 01/2024), practitioners must hold an active registration with their respective professional councils. The regulation mandates the use of scientifically proven methods and ethical professional standards. Key responsibilities include mental health promotion, conflict analysis, and the coordination of psychotherapy services in both public and private sectors.

Senator Gabrilli’s report specifies that these regulations do not apply to the practice of psychoanalysis. The proposal aims to address concerns regarding individuals offering psychotherapy services without formal training or oversight from professional regulatory bodies.
