Brazil Congress advances bills to expand firearm carry permits

Legislative committees in the Brazilian National Congress have advanced several projects aimed at expanding firearm carry permits to various professions and adjusting rules for law enforcement transport.

One proposal, approved by the Chamber of Deputies' Public Security Commission, seeks to allow real estate agents to carry firearms due to occupational risks, provided they have active registration and proof of technical and psychological aptitude. Other measures approved in Senate committees aim to grant carry permits to lawyers for personal defense and to traffic agents performing external duties.

Separately, the Chamber of Deputies is discussing Bill 1687/26, which would authorize civil police officers from states and the Federal District to board civil aircraft while armed. Currently, such transport requires specific authorization from the Federal Police. The proposed law would allow this when officers are on duty, holding a professional permit, or proving the necessity of access to their weapon due to a mission, while still adhering to National Civil Aviation Agency (Anac) and Federal Police requirements.
