Brazil cultural incentive laws and the Lei Rouanet mechanism

Brazil utilizes various cultural incentive laws to stimulate the production, circulation, and access to culture. These mechanisms allow individuals and companies to direct a portion of their income tax toward approved cultural projects, transforming potential government revenue into direct investments in art, education, and heritage.

The primary federal mechanism is the Lei Rouanet, established in 1991 under the administration of President Fernando Collor de Mello. This law created the National Program for Cultural Support (Pronac). Under this system, artists and institutions submit projects to the Ministry of Culture via the Salic system. Once technically approved, proponents must secure private sponsors to fund the initiatives.

Regulations for these incentives have evolved over time. As of 2026, the governing framework is defined by Normative Instruction MinC No. 29, which outlines the procedures for the presentation, selection, monitoring, and accountability of projects within the Pronac mechanism.
