Brazil cultural funding and Lei Rouanet debates

Discussions regarding the sustainability and regulation of cultural funding in Brazil have centered on the Lei Rouanet mechanism. In Maringá, local officials have sought ways to revitalize the historic Cine Teatro Plaza, a venue closed since 2009 due to fire-safety violations.

Simultaneously, the Lei Rouanet has faced criticism, which Bahia’s state culture secretary, Bruno Monteiro, has attributed to misinformation. Monteiro defended the law, stating it has been reduced to a “bad word” despite generating significant economic returns. He noted that every R$1 invested via the law produces R$4.80 for public coffers and that cultural projects now contribute more to Brazil’s GDP than the automotive sector.

The Lei Rouanet, established in 1991 through the National Program for Cultural Support (Pronac), allows private entities to direct income tax toward approved projects. Under current regulations, such as Normative Instruction MinC No. 29, proponents must secure private sponsorship after receiving technical approval from the Ministry of Culture.
