Brazil debates digital economy and AI regulatory framework

The Brazilian Chamber of Deputies is debating Bill 5960/25, a proposed regulatory framework designed to stimulate the country's digital economy and strengthen digital sovereignty. Authored by Deputy Jadyel Alencar, the bill establishes guidelines for the responsible use of artificial intelligence (AI), including requirements for algorithmic transparency and the identification of automated responses.

Key provisions of the proposal include the creation of the National Digital Economy Fund (FNED) to support research in universities and startups, and the establishment of a National Artificial Intelligence Certification System to issue quality seals for high-risk applications in sectors like health and agribusiness. The bill also addresses intellectual property by regulating the commercial use of third-party content, ensuring fair remuneration for journalists, artists, and authors.

Additionally, the legislation seeks to authorize the use of anonymized public databases for innovation and proposes the creation of the National Institute for Security and Innovation in Artificial Intelligence. The project is currently undergoing analysis by various parliamentary commissions, including those focused on economic development, science and technology, and finance.
