Brazil defines 2026 energy storage auction rules as regulators approve power auction consultations

The Brazilian Energy Research Company (EPE) and the National Electric System Operator (ONS) released a technical note outlining minimum technical requirements for the 2026 Capacity Reserve Auction for Storage (LRCAP). The auction will be held on 2 December and 4 December 2026, with a national‑content track and an open track. Winning projects will receive capacity‑reserve contracts lasting 15 years, with power delivery starting on 1 August 2028. Participants must meet criteria on installed power, operational autonomy, efficiency and grid connection, and will be compensated for availability rather than actual energy output.

The National Agency of Electric Energy (Aneel) authorized Public Consultation 019/2026 to refine the terms of three upcoming power auctions (A‑1, A‑2, A‑3) that will procure electricity from existing generation assets. The public session is scheduled for 13 November 2026 and will be conducted in a hybrid format. Aneel also advanced the second phase of a consultation on smart‑metering standards, seeking input on minimum technical requirements, data access, cybersecurity and interoperability for low‑voltage consumer meters.

These regulatory actions aim to boost investment in Brazil’s electricity system, improve integration of intermittent renewables, and modernise metering infrastructure.
