Brazil advances digital sovereignty and inclusion initiatives

The Brazilian government is advancing several digital initiatives aimed at sovereignty, inclusion, and security. Minister Esther Dweck announced a goal to reach 4 million monthly issuances of the National Identity Card (CIN) to combat fraud. The government is also exploring a technical cooperation with Febraban to allow the private banking sector to utilize this national identification database to reduce digital scams.

Simultaneously, the Ministry of Communications has opened a 30-day public consultation for the National Digital Inclusion Plan (PNID). The plan focuses on four pillars: expanding infrastructure (fiber, satellite, 4G, and 5G) to remote areas, democratizing access to devices, developing digital skills, and establishing governance and monitoring.

In terms of digital sovereignty, discussions continue regarding a ‘Brazilian Cloud’ to strengthen national control over data processing and storage, moving beyond the existing Government Cloud managed by Serpro and Dataprev. Meanwhile, industry leaders have expressed concerns regarding Bill 2338/2023, arguing that heavy sanctions and excessive regulations on Artificial Intelligence could deter investment in the country.
