Brazil Enacts Law Allowing Women to Carry Pepper Spray for Self‑Defense

Brazil's federal government approved Law No. 15.474/2026, authorising women aged 18 or older to purchase and possess pepper‑spray devices for personal protection. The law, signed with presidential vetoes, took effect on 24 July 2026 after publication in the official gazette. Eligible buyers must present a photo ID, proof of residence and a certificate confirming no conviction for violent crimes. The spray containers are limited to a maximum capacity of 50 ml and must be used proportionally to repel an imminent or ongoing assault, ceasing once the threat is neutralised. The legislation classifies the aerosol as a low‑offence portable device and excludes lethal or permanently toxic substances. Larger containers remain restricted to the armed forces and public security agencies. While officials present the measure as a targeted self‑defence tool amid rising concerns over violence against women, experts note it does not replace broader crime‑prevention policies.
