Brazil expands violence prevention amid record low deaths
Entities: Brazil · Acre · Rio de Janeiro · Gorete Pereira · Paraíba
Overview
Since July 2026 Brazil has deepened its legal, operational and preventive response to gender‑based, child and other violence. Law 15.474, signed on 24 July 2026, legalises pepper‑spray devices for women aged 18 and over. Purchasers must show ID, residence proof and a clean‑crime record; sellers keep five‑year sales logs under the LGPD, and the law creates a national programme to train women in personal‑defence. A vetoed clause would have allowed sales to 16‑17‑year‑old girls with parental consent.
The 2025 Public Security Yearbook confirms a historic 8.2 % drop in violent deaths to 40,775 (lowest in 13 years) and a 10 % fall in homicides, meeting the 2027 security target early. Police‑related deaths rose 5.4 % to 6,602, while femicides reached a record 1,571 cases, +4 %.
State‑level data reveal worsening gender‑based violence. In Paraíba, protective‑order breaches climbed 18.7 % to 1,666 cases in 2025 and feminicides jumped 37.8 % to 36 deaths, accounting for 47.4 % of female homicides. Psychological violence rose 41 % and stalking 39 %. A private academy in João Pessoa became the first to display discreet help posters under State Law 13.427/2024.
Stalking reports surged nationally, up 30 % to more than 123,000 in 2025. Acre saw a 16.6 % rise, and Paraíba a 40 % jump, underscoring a broader pattern of gender‑based aggression that authorities are integrating into Brazil’s multifaceted violence‑prevention strategy.
