Brazil enacts new public transport legal framework and expands safe‑stop rights

President Luiz Inácio Lula da Silva signed Law No. 15.432/2026, creating a legal framework for urban public transport that diversifies financing beyond fares, improves service quality and transparency, and promotes regional integration and fleet electrification. The law amends the City Statute and the Urban Mobility Law, aiming to reduce overcrowding, extend service to peripheral areas and align transport planning with sustainable development goals.

In Cuiabá, Mayor Abílio Brunini sanctioned Law No. 7.557/2026, extending the "Parada Segura" program to seniors, people with disabilities and neurodivergent individuals. The ordinance allows these passengers to request a stop outside designated points between 9 p.m. and 5 a.m., without needing proof of condition, and mandates driver training, public awareness campaigns and vehicle signage.

Both measures represent a broader push in Brazil to make public transport more inclusive and financially resilient.
