Brazil enacts ‘Taylor Swift Law’ for concert safety

Brazilian President Luiz Inácio Lula da Silva has signed two decrees, colloquially known as the ‘Taylor Swift Law’, to improve safety and consumer protection at large-scale events. The legislation was prompted by the November 2023 death of 23-year-old Ana Clara Benevides, who died from heat exhaustion and subsequent cardiac arrest during Taylor Swift’s Eras Tour at the Nilton Santos Stadium in Rio de Janeiro.

The first decree mandates that venues hosting more than 1,000 attendees must provide free drinking water and allow fans to bring their own water containers into the event. This measure addresses previous restrictions that prevented attendees from accessing hydration during extreme temperatures.

The second decree targets ticket scalping and deceptive pricing. It requires ticketing platforms to disclose all additional costs early in the purchasing process to prevent hidden fees and ensures that all ticket transfers can be conducted at no extra cost to the consumer.
