Brazil sets new R$5,130 teacher salary floor with 5.4% raise

President Luiz Inácio Lula da Silva signed Law 15.437/2026 establishing a national minimum salary of R$5,130.63 per month for basic‑education teachers working a 40‑hour week. The floor represents a 5.4% increase over the previous R$4,867.77 level, delivering a real gain of about 1.5% above inflation (INPC 3.9%). The legislation expands coverage to temporary teachers and to pedagogical support staff such as school directors, supervisors, coordinators and early‑childhood educators.

Future annual adjustments will be calculated using the INPC plus 50% of the average real growth of Fundeb revenues over the preceding five years; the increase cannot fall below inflation nor exceed the Fundeb growth ceiling. The Ministry of Education must publish the calculation memory each year on an open‑data platform. The measure is estimated to cost roughly R$6.4 billion in 2026, financed through the constitutionally‑linked Fundeb resources.
