Brazil ex-governor Claudio Castro linked to R$3.69 bn pension fund fraud

The Brazilian Supreme Court approved a Federal Police operation targeting the Banco Master investment scheme that funneled approximately R$3.69 billion into the Rio de Janeiro state pension fund (Rioprevidência). The investigation implicates former governor Claudio Castro, former banker Daniel Vorcaro, and a network of structured funds and shell companies used to bypass financial regulations.

Police searches and seizure orders were carried out at Castro’s residence in Barra da Tijuca and at the brokerage firm Planner. The inquiry found that Planner was used as a “bridge” for payments to the scheme’s operators, with its accreditation based on a fraudulent certificate. Additional shell entities, such as Midias Promotora Ltda., facilitated the flow of funds and the provision of illicit advantages.

The court’s decision cited concrete evidence of direct coordination between Castro and Vorcaro, describing the relationship as exceeding mere institutional contact and indicating illicit negotiations that enabled the massive diversion of pension assets.
