Rio de Janeiro corruption probes and pension fund recovery

Overview

The anti‑corruption drive in Rio de Janeiro widened in mid‑2026. After a Ministry of Public operation on 9 April uncovered an alleged diversion of more than R$ 80 million at the Institute Rio Metropole (IRM), the state government removed 30 commission‑appointed officials on 22 April, appointing new directors and suspending payments while a joint task‑force audit began. A similar sweep occurred on 22 July, when another 30 commissioned employees were dismissed and contracts put on a 30‑day review. In parallel, the state pension fund Rioprevidência continued legal action against Master Corretora. A Rio court issued emergency measures on 25 July ordering the full recovery of R$481.5 million invested in the Revolution Fund, blocking assets of Acura Gestora de Recursos and its directors, prohibiting obstruction, and mandating an independent audit. The ruling was reinforced on 27 July, confirming the fund’s return, setting liquidation for 17 August 2026 and requiring an audit report within 15 days. The Revolution Fund now holds about R$567.8 million, with Rioprevidência owning roughly 85 % of it. This follows an earlier freeze of R$135.1 million linked to the Texas I FIA fund and a broader federal police probe into roughly R$3.7 billion of high‑risk products tied to Banco Master during Governor Cláudio Castro’s administration. On 30 July the Tribunal de Contas do Estado do Rio de Janeiro opened an extraordinary audit of approximately R$6.5 billion of Rioprevidência’s investments. The audit demands explanations for R$118 million placed in late‑2025 in three non‑accredited funds and R$99.4 million routed through broker Mirae Asset, and examines the role of Banco Genial, Mirae Asset and Banco Digimais. The review builds on a June‑2026 expansion that already scrutinised exposure to Banco Master after the TCE‑RJ rejected the 2025 accounts of former governor Cláudio Castro.
