Brazil exempts old vehicles from IPVA and introduces automatic driver licence renewal for seniors

A constitutional amendment (Amendment 137) that took effect in 2026 grants national immunity from the annual IPVA tax for passenger cars, pickups and mixed‑use vehicles that are at least 20 years old. The exemption applies automatically in all states, but it does not cover micro‑buses, buses, trailers, semi‑trailers or trucks, and it does not erase past tax debts, licensing fees, fines or other obligations.

Law 15.428/2026 also creates an automatic renewal system for drivers aged 50 to 70 who are listed in the National Positive Driver Registry and have had no point‑generating infractions in the previous 12 months. Eligible motorists receive a five‑year licence renewal without visiting the DETRAN, though a medical exam remains mandatory. The benefit can be used only once; after that, drivers must follow the standard renewal cycle (10 years under 50, 5 years between 50‑70, 3 years 70 and over). About two million drivers have already been renewed automatically, saving roughly R$ 854.8 million.
