Brazilian bill to ban fees on ticket changes and cancellations

Project Law 569/26, presented by Deputy Alencar Santana (PT‑SP), would give consumers in Brazil the right to reschedule or cancel domestic transport tickets – air, road, rail or waterway – without any fees or penalties. Passengers could change a reservation up to 24 hours before departure, paying only the fare difference, and could cancel up to 72 hours before departure with a full refund delivered within seven days. The rule applies to all fare categories, including promotional and loyalty‑program tickets, and bars carriers from imposing clauses that restrict these rights or charge extra for the service. Violations would be punished under the Consumer Defense Code with fines and possible temporary suspension of activity. The bill is currently under analysis by the Chamber’s Transport, Consumer and Constitution committees and must be approved by the Senate before becoming law.
