Brazil transport & automotive developments
Overview
Brazil’s transport and automotive sectors are undergoing significant regulatory and market shifts. Following the implementation of a 32% anhydrous ethanol blend in August 2026, the Ministry of Mines and Energy is preparing to test an E35 blend (35% ethanol). A testing plan is expected to be submitted to the National Energy Policy Council (CNPE) on 11 September, with an official ministerial ordinance scheduled for 18 September. Officials suggest higher blends could save approximately 1 billion liters of imported gasoline annually.
The automotive market is being reshaped by Chinese manufacturers. Between January and August 2026, China accounted for more than half of all vehicles imported into Brazil, contributing to a 29.8% year-on-year increase in total imports. While domestic production has reached its highest monthly volume since 2019, Anfavea noted that much of this growth comes from CKD and SKD partially assembled kits. This influx and aggressive pricing from brands like BYD have pressured the market, causing the negotiated value of used cars up to three years old to fall by 9.3% in the first half of the year.
BYD continues to expand its industrial footprint via its Camaçari plant in Bahia. Following a R$ 3 billion investment, the facility serves as the company’s first production hub outside Asia, with an annual capacity of 150,000 units that may eventually reach 300,000. BYD is focusing on localized flex-fuel technology, including the development of the Mako, a plug-in hybrid flex (PHEV) pickup scheduled for production in late 2026. This model is expected to feature a 1.5L engine paired with an electric motor, producing approximately 219 cv.
