Brazil Human Rights Commission debates policies for homeless population
Brazil's Human Rights Commission (CDH) recently held a debate regarding the growing population of people experiencing homelessness. Proposed by Senator Marcos Pontes, the hearing brought together public officials and social organizations to advocate for integrated policies spanning housing, health, social assistance, labor, and education.
CDH President Senator Damares Alves highlighted the complexity of the issue, noting a national plan involving 11 ministries with a projected 2026 budget of R$ 982 million. Despite these resources, officials questioned why the number of people in this situation continues to rise.
In response to Supreme Federal Court (STF) rulings, local authorities in the Federal District have implemented specific social assistance actions in regions such as Taguatinga, Plano Piloto, and Paranoá. These operations include providing social support and ensuring that personal belongings are handled according to legal transparency requirements, including designated storage locations for recovery.
Additionally, health initiatives like the 'Consultório na Rua' program in Três Lagoas continue to provide direct medical assistance to vulnerable populations, aiming to bridge the gap between the homeless community and the Unified Health System (SUS).
