Brazil firms face payroll system pricing and new CBS expense rules
Companies expanding in Brazil must consider multiple factors when choosing a payroll system. Pricing typically ranges from R$10 to R$30 per active employee per month, with costs influenced by headcount, the number of subsidiaries or CNPJs, integration with time‑tracking and eSocial, the level of technical support, and data‑security provisions such as cloud hosting.
From January 2027, Brazil’s tax reform will introduce the Contribuição sobre Bens e Serviços (CBS), requiring all corporate expenses, shared‑service contracts and reimbursements to be documented, paid and recorded against the company’s CNPJ rather than a personal CPF. The rule will affect multi‑CNPJ groups, centralised procurement of technology, marketing, legal and administrative services, and will demand tighter alignment between fiscal documents, payment records and ERP systems to preserve tax credits and avoid unexpected liabilities.
