Brazil opens R$20.5 bn credit to fund Minha Casa, Minha Vida housing program

On 22 June 2026 the Ministry of Planning and Budget issued Portaria GM/MPO no 246/2026, creating a R$20.5 billion supplementary credit in the Union's fiscal budget. The credit aims to reinforce several federal agencies and, chiefly, to allocate R$20 billion to the Minha Casa, Minha Vida program to expand affordable housing across Brazil. The funding is drawn mainly from a R$20 billion surplus identified in the 2025 balance sheet, with an additional R$503.3 million coming from the cancellation of previously earmarked budget items.

Additional allocations include R$205.6 million for the National Penitentiary Fund, R$56.3 million for the Ministry of Agriculture and Livestock, R$45 million for the Central Bank to support monetary policy and financial supervision, R$40 million for the Attorney General of the Treasury for credit recovery actions, and R$7 million for the National Public Security Fund to aid crime‑prevention initiatives. Smaller amounts are also directed to the Presidency and other ministries. The measure expands federal spending without requiring a new budget law, providing resources for housing, prison administration, agriculture, financial oversight, tax recovery and public safety throughout 2026.
