Brazil government cracks down on illegal online betting, targeting billions in losses

Brazil's Ministry of Finance disclosed that illegal online gambling costs the country an estimated R$ 38.8 billion each year. Roughly 25 million Brazilians place bets on unregulated platforms, with more than half betting at least weekly. Young adults (18‑29) and low‑income households are the most active participants. In response, President Luiz Inácio Lula da Silva signed a decree authorizing the immediate blocking of illicit betting sites and the freezing of related financial accounts. Confiscated assets will be transferred to the National Public Security Fund to support police re‑equipment.

Separate analyses note that major sporting events, especially the FIFA World Cup, consistently spur spikes in betting activity. The 2022 World Cup generated about US$ 35 billion in global wagers, a 65% increase over 2018, underscoring the market’s growth potential as digital platforms expand across Brazil.
