Brazil implements new national identity card (CIN)

Brazil is implementing the Carteira de Identidade Nacional (CIN), a new unified identity document that uses the CPF number to prevent fraud and standardize identification across all states. The transition aims to replace the old RG system, which will remain valid until 2032.

In the state of Paraná, over 3.3 million CIN units have already been issued, representing approximately 28.4% of its population. Nationally, more than 55.8 million people have obtained the new document. The validity of the CIN varies by age: five years for children up to 11, ten years for those aged 12 to 59, and indefinite validity for citizens aged 60 and older.

The National Social Security Institute (INSS) has established a phased timeline for adopting the new biometric database. While existing biometrics from driver's licenses, voter registration, or passports will be accepted until December 31, 2026, the CIN will become the sole valid database for all social security beneficiaries starting January 1, 2028. Exceptions to the mandatory transition include citizens aged 80 or older, individuals with severe health conditions or disabilities that prevent travel, refugees, stateless persons, and residents of isolated regions.
