Brazil implements new National Identity Card (CIN) rollout

Brazil is transitioning to the Carteira de Identidade Nacional (CIN), a new national identity document that uses the CPF as a unique identification number to replace the traditional state-issued RG. The initiative aims to enhance public registry security and reduce fraud by centralizing biometric data.

The implementation follows a phased timeline. For INSS social security beneficiaries, the CIN will become the mandatory biometric basis for requesting new benefits or maintaining existing ones starting January 1, 2028. While the government is currently utilizing existing biometric data from the Superior Electoral Court (TSE), driver's licenses (CNH), and passports, those without registered biometrics may need to issue the new identity by January 2027 to ensure uninterrupted benefit processing.

For the general population, the traditional RG remains valid until February 28, 2032. From March 2032, the CIN will become the mandatory identification model for all citizens. The new document features a QR Code for authenticity verification and is available in both physical and digital formats via the Gov.br application.
