Brazil implements new regulations for vehicle protection sector
The vehicle protection and insurance market in Brazil is undergoing significant regulatory shifts. New regulations, including Complementary Law 213/2025 and CNSP Resolution No. 491, are establishing stricter rules for vehicle protection associations. These changes include requirements for operational authorization, minimum capital maintenance, and the establishment of reserve funds to ensure claim payments. Additionally, these associations will now fall under the direct supervision of the Superintendency of Private Insurance (Susep), linked to the Ministry of Finance, aiming to increase transparency and governance.
Currently, only about 30% of the vehicle fleet in Brazil—including cars, motorcycles, and trucks—is covered by some form of insurance or protection. As the sector evolves, consumers are encouraged to distinguish between traditional insurance and vehicle protection models. Key considerations for drivers include choosing between ready-made packages or modular, personalized plans based on their specific driving habits, coverage limits, deductibles, and specific exclusions such as driving under the influence or negligence.
