Brazil initiates regulatory consultations for electric sector and grid integration

Brazil's Ministry of Mines and Energy (MME) has launched three public consultations aimed at addressing strategic issues within the electric sector. These include proposals regarding the inspection fee for energy traders (CP 227/2026), a revision of Decree 5.163/2024 (CP 228/2026), and the settlement of reserve energy charges (CP 229/2026). The proposed inspection fee for traders would be set at 0.4% of the economic benefit gained, with collection managed by the National Electric Energy Agency (ANEEL).

Simultaneously, ANEEL has opened Public Consultation No. 033/2026 to modernize connection rules for Distributed Energy Resources (REDs). The proposal seeks to integrate solar generation, energy storage systems, and electric vehicles into the national grid. Rather than setting technology-specific requirements, the new model focuses on how these resources interact with the grid through energy injection, consumption, or controllable operation. This initiative aims to enhance the ability of distributors to monitor and coordinate equipment to ensure grid stability and power quality.
