Brazil introduces Desenrola MEI program offering tax debt discounts for micro‑entrepreneurs

The federal government launched the Desenrola MEI program on 6 July 2026, allowing Microempreendedor Individual (MEI) taxpayers who owe taxes to negotiate their debt with discounts of up to 70 % and repayment terms of up to 145 monthly installments. The scheme is open until 30 September 2026 and targets an estimated 3.5 million MEIs with an average debt of roughly R$ 4 000. Eligible participants must pay a 5 % down‑payment and can spread the balance over up to 60 or 145 installments depending on the debt size.

MEIs also gain access to a range of INSS benefits through their monthly DAS payment, which includes a 5 % contribution toward the minimum wage. Contributions secure entitlement to retirement, sickness allowance, maternity pay, survivor pensions and other social protections, provided the required contribution periods are met. These benefits underscore the broader social safety net linked to formal micro‑enterprise registration in Brazil.
