Brazil begins issuing new National Identity Card to citizens in Paraguay

The Federal District Police (PCDF), together with the Ministry of Management and Innovation in Public Services (MGI) and the Ministry of Foreign Affairs (MRE), started issuing Brazil’s new National Identity Card (CIN) at the Brazilian consulate in Asunción on 18 June. The service, offered through a biometric totem supervised remotely by a PCDF fingerprint specialist, allows up to 250,000 Brazilians living in Paraguay to obtain the document without travelling to Brazil. Applicants must schedule an appointment via the e‑Consular system and present a birth or marriage certificate; after biometric capture, the card is produced in Brazil and sent back by diplomatic pouch.

Paraguay is the second country to host the pilot after Portugal, where more than 400 CINs have already been issued. The new card replaces the old RG, uses the CPF as a unique identifier and grants holders “Gold” level access to the GOV.BR platform, unlocking thousands of digital public services. A separate training event in Cuiabá saw over 200 people receive CINs during a civil‑identification workshop, illustrating the broader rollout of the program across Brazil’s public agencies.
