Brazil labor market remains resilient despite economic slowdown

Brazil is experiencing a disconnect between a slowing economy and a resilient labor market. While GDP growth decelerated to 0.5% in the second quarter—down from 1.1% in the first quarter—the unemployment rate remains historically low at 5.3% for the quarter ending in August, according to IBGE data.

This labor strength is reflected in record numbers, with 103.5 million Brazilians employed and 35.9 million holding formal contracts. The habitual real income mass also reached a record R$ 385.6 billion. This employment resilience poses challenges for monetary policy; while weaker economic activity typically reduces inflationary pressure, high employment and income levels continue to sustain demand, potentially keeping service prices elevated.

In specific sectors like construction, companies are facing a shortage of qualified labor. Data from FGV indicates that 41.6% of construction executives identified a lack of skilled workers as a limiting factor for business. To combat this, firms are increasingly investing in internal technical training and partnerships with educational institutions to meet the demands of a more technological industry.
