Brazil launches Desenrola 3.0 debt renegotiation program

The Brazilian government has launched Desenrola 3.0, a new phase of its debt renegotiation program designed to assist millions of citizens. A key shift in this phase is that the Union will purchase debt portfolios directly from financial and non-banking institutions through auctions. The government aims to secure a minimum discount of 90% during these auctions and will pass the full discount to the debtors, who can then pay in full or via installments.

The program targets debts with an original value of up to R$ 10,000 that have been overdue for between 720 and 1,645 days as of September 25, 2026. The Ministry of Finance estimates that up to R$ 150 billion in debts could be eligible, potentially benefiting 15 million people. The maximum estimated cost for the government to purchase these portfolios is R$ 15 billion, to be funded through the 2027 and 2028 budget projects.

Additionally, the government has extended the deadline for the Desenrola Adimplentes program, which focuses on informal workers with current or slightly overdue debts (up to 90 days), until October 26, 2026. This program allows for the renegotiation of unsecured personal credit debts up to R$ 15,000 with interest rates capped at 1.99% per month.
