Overview

In July 2026 Deputy Pedro Lucas Fernandes advocated using credit‑guarantee funds for infrastructure, prompting Provisional Measure MP 1.382/2026, which raised the participation caps of the Fundo Garantidor de Investimentos (FGI) to R$ 2 billion and the Fundo Garantidor de Operações (FGO) to R$ 750 million. These resources back the expanded Novo Desenrola debt‑renegotiation program, the Move Motoristas scheme for app drivers and taxi cooperatives, and recent adjustments to the Minha Casa, Minha Vida housing program. The measure also broadened the Programa Emergencial de Acesso a Crédito (Peac‑FGI) for micro‑entrepreneurs and SMEs and extended mandatory financial‑education requirements to August 2027.

A second provisional measure in August kept the caps while authorising an additional R$ 2.75 billion for guarantee funds, supporting Peac‑FGI, Pronampe and public‑private combinations in the Desenrola Adimplentes programme. The deadline for the Desenrola Brasil 2.0 debt‑renegotiation program was set to 31 August 2026 by a portaria published on 1 May and reaffirmed in early August, with Finance Minister Dario Durigan stressing that existing FGO resources are sufficient and no extra public contributions are needed. By 23 July, over R$ 22 billion in debts had been renegotiated across 3.6 million operations, affecting roughly 9 million families.
