Brazil launches Desenrola MEI debt renegotiation program for micro‑entrepreneurs

The federal government announced the Desenrola MEI program on 3 July 2026, offering micro‑entrepreneurs (MEIs) with debts registered in the Union’s active debt register a chance to renegotiate. About 3.5 million MEIs, holding roughly R$ 12.4 billion in liabilities, can enrol if each debt does not exceed R$ 20 000. The scheme provides discounts of up to 70 % on interest and fines, instalments over up to 145 months and a minimum monthly payment of R$ 25. Officials expect to recover around R$ 1.2 billion through the renegotiations.

The program is part of a wider package that proposes raising the annual revenue ceiling for MEIs from the current R$ 81 000 to R$ 110 000 in 2027 and R$ 140 000 in 2028, and allowing the hiring of a second employee. It also expands the Contrata+Brasil platform, increasing eligible activity codes from 107 to 141. The fiscal impact of the ceiling increase is projected at R$ 8.1 billion in foregone revenue over the next three years.
