Brazil's Alerta Mulher Segura program alerts women when abusers approach
President Luiz Inácio Lula da Silva signed a decree on 31 July 2026 establishing the Alerta Mulher Segura program. The initiative authorises electronic monitoring of aggressors with ankle‑bracelet devices and provides a portable tracking unit to victims of domestic violence. The device automatically alerts the woman and police when the aggressor breaches a court‑ordered exclusion distance, and allows the victim to summon security forces. Implementation will be coordinated among electronic‑monitoring agencies, public‑security forces, the justice system and networks that assist women. Execution is assigned to the states and the Federal District, which may adapt the model locally. A national structure of monitoring centres, regional nuclei and local poles will install, maintain and remove the equipment. Funding comes from the Ministry of Justice and Public Security, the National Public‑Security Fund, the National Penitentiary Fund and state and district budgets. The program creates a national information system to record and analyse protective‑measure data and produce disaggregated statistics to guide policy. Use of the portable device is voluntary, requires informed consent and incurs no cost to the victim.
