Brazil launches mandatory professionalisation program for federal analysts

The Ministry of Management and Innovation in Public Services (MGI) issued Portaria DICAT/SE/MGI No. 5.724/2026, establishing the Professionalisation Programme (PROFCAR) for the careers of Technical Analyst of Justice and Defence (ATJD) and Technical Analyst of Socio‑Economic Development (ATDS). The programme, delivered by the National School of Public Administration (ENAP) as a post‑graduate course, requires at least 360 hours of in‑person training and is a mandatory condition for passing the probationary period under Decree No. 12.374/2025. It aims to develop technical, behavioural and institutional competencies, support integration of new civil servants, and align initial development with federal human‑resource strategy. Participation will occur during normal work hours, and completion will be validated by ENAP and the central civil‑service personnel system.

The same announcement noted that the MOVE Brasil financing schedule for delivery‑motorcycle workers was shifted from 13 July to 27 July to complete required technological tests before funds can be accessed through Caixa, Banco do Brasil and other authorized institutions.
