Brazil launches national database to map organized crime factions and militias

The Ministry of Justice and Public Security (MJSP) has begun drafting regulations for a National Database of Ultra‑violent Criminal Organizations, Militia and Paramilitary groups. A Technical Working Group was created to define the system’s governance, data‑sharing protocols, security standards and interoperability with state databases.

The database will consolidate information on members, collaborators, financiers, organizational structures, financial flows and operational links of groups such as the PCC and Comando Vermelho, covering both domestic and transnational activities. Coordination will be handled by the National Secretariat of Public Security (SENASP) and will involve agencies including the Federal Police, Federal Highway Police, ABIN, CNJ, the National Council of the Public Prosecutor’s Office, COAF, the Central Bank and the Federal Revenue Service, as well as academic and research institutions.

Secretary of Public Security Chico Lucas said the tool will “transform data into intelligence” and enable coordinated action against criminal networks that “do not respect state borders.”
