Brazil intensifies multi-pillar anti-organized crime program
Overview
The Brazilian government has significantly escalated its fight against organized crime through the “Brasil Contra o Crime Organizado” program. This initiative, backed by an R$11 billion budget, focuses on the financial asphyxiation of criminal factions, prison modernization, and enhanced forensic and intelligence capabilities. In its first two months, the program reported a R$3 billion impact, including 18,855 arrests and the seizure of 134.8 tonnes of drugs.
Key strategic developments include the establishment of National Anti-Faction and Anti-Fraud Offices in Rio de Janeiro and São Paulo, and the creation of a National Database of Ultra-violent Criminal Organizations to map faction structures. The Financial Activities Control Council (COAF) has also expanded its presence in Rio and São Paulo to disrupt illicit financial flows. To support these efforts, the government is upgrading 138 prisons to maximum-security standards.

Operation Narco Fluxo investigated a R$1.6 billion money-laundering scheme involving digital platforms and illegal betting, leading to the arrests of several influencers and funk artists. Additionally, investigations have uncovered criminal treasurers for the Comando Vermelho and schemes involving the diversion of parliamentary funds.
Legislative efforts are also advancing, with new laws like the “Raul Jungmann Law” (Law 15.358/2026) targeting ultra-violent groups and bills to accelerate the auction of seized criminal assets.
