Brazil's President Lula signs law directing betting revenue to Federal Police fund
President Luiz Inácio Lula da Silva signed Law PLV 8/2026 on 30 July 2026, redirecting a portion of the government's betting ("bets") revenue to the Federal Police’s Funapol fund. The allocation will start at 1 % of betting proceeds in 2026, rise to 2 % in 2027 and reach 3 % from 2028 onward. A one‑time transfer of up to R$ 200 million from the Treasury to Funapol is also authorised for 2026. The reallocated money will finance health expenses for Federal Police personnel, covering roughly 30 000 families.
Separately, the constitutional amendment PEC 18/2025 under Senate review proposes dedicating 10 % of betting revenue to the National Security Fund and the Penitentiary Fund in 2026, increasing to 30 % by 2028. The amendment also reduces the percentages earmarked for those funds and removes a provision on lowering the age of criminal responsibility.
Regulatory enforcement has intensified: the Ministry of Finance removed 937 influencer profiles that violated betting‑advertising rules between January 2025 and June 2026 and imposed fines totalling nearly BRL 4 million. A national survey showed 40 % of respondents trust influencers less when they promote bets, especially among higher‑income and higher‑educated groups. New advertising regulations now require risk‑warning messages and prohibit claims of quick enrichment in gambling ads.
