Brazil's Finance Ministry mandates warning labels on sports betting ads

On 10 July 2026 the Brazilian government published two portarias that will take effect on 17 July 2026, tightening the regulation of advertising for sports‑betting platforms. All advertisements of authorized operators must display one of three mandatory warnings from the Ministry of Finance – “Apostar pode causar dependência”, “Apostar faz você perder dinheiro” or “Aposta não é investimento” – in a clear horizontal format that occupies at least 10 % of the ad space.

The new rules also forbid presenting bets as an investment, a source of income or a quick‑gain solution; they ban calls to urgency, the use of sexual or discriminatory content, and any targeting of children or adolescents. Commentators, analysts and influencers may no longer use their technical authority to recommend or suggest specific bets during sports broadcasts. Advertising of operators that are not licensed to operate in Brazil is prohibited, and agencies must verify the authorisation of advertisers before dissemination.

Violations can attract administrative penalties of up to 20 % of the operator’s annual revenue, suspension of the licence for up to 180 days, or outright revocation. The Consumer Protection Agency may also impose fines of up to R$ 14 million. In parallel, the Ministry of Finance blocked the accounts of roughly 2.8 million beneficiaries of Bolsa Família and the Benefício de Prestação Continuada from accessing betting platforms, implementing a Supreme Court‑mandated safeguard. Additionally, 37 fintechs were notified for facilitating transactions with illegal betting houses, with a compliance deadline of 28 August 2026.
