Brazil Mandates Toxicology Tests for First‑Time Motorcycle and Car Licenses

Law No. 15.153/2025 amends the Brazilian Traffic Code to make a toxicology examination mandatory for applicants seeking their first driver’s licence in categories A (motorcycles) and B (cars). The test, performed on hair or body hair, can detect substances such as marijuana, cocaine, amphetamines and methamphetamines within a 180‑day window. Previously, toxicology was required only for categories C, D and E.

The timing of the exam is left to each state traffic department (DETRAN). For example, Rio de Janeiro requires the test after opening the national driver registry (RENACH) and before medical/psychological evaluations; Minas Gerais schedules it after the practical road test; São Paulo demands a negative result before issuing the driving permit. The law also expands the CNH Social program to broaden access to licences. Camille Lages, marketing director of LABEST, said: “The inclusion of the toxicology exam in first‑time licensing expands evaluation tools and supports a strategy to strengthen traffic safety.”
